Please, anyone can help me in this:

I installed today Bisq-64bit-0.9.5 for Windows and when a try to open an error occurs and informs you to check the Tor network connection. However I can use Tor browser normally and my internet provider does not block. I have already tried shutting down the anti-virus and the same error occurs.
I've already tried deleting the outdated Tor files and restarting, but again the same error.

Does that happen at every restart? If so go to the Bisq data directory and delete the tor files excluding the hiddenservice directory inside the tor directory.

Hi, my Windows 7 Professional is not a VM and the error occurs too. How do Update Netlayer to 0.6.5? And where are locate the Bisq data directory to delete the tor files excluding the hiddenservice directory inside the tor directory?

Unless you are able/willing to build and run from source code, you will not be able to utilize this latest fix. However, we should be releasing another version very soon that will include the fix for this.

OK. Because I do not have the knowledge to do this edition in the source code.
