Error message when importing duplicate Advanced Cash Account #3700

Description

When a user imports a FiatPaymentAccount file twice, an error is displayed with no useful information.

Version

548a217

Steps to reproduce

  1. Start regtest cluster with existing dao-setup.zip contents
  2. Create new account 'Advanced Cash'
  3. Type in valid Wallet ID
  4. Save account
  5. Export to file
  6. Import from file

Expected behavior

Accounts are overwritten successfully

OR the following text with all account listed

import_expected

Actual behavior

Error message with unhelpful text

Additional info

Exporting on Alice and Importing on Bob works the 1st time. But subsequent imports to either throw the same error.
