When a compensation request is not submitted a new issue has to be opened for the next cycle (in this case, For Cycle 34), and it needs to use the rate for that current cycle.

You already have submitted the proposal txid with a rate of 1.25 instead of 1.23. The difference is against you, but it's small. I recommend you to simply use this TXID at a new For Cycle 34 issue as removing a compensation proposal has costs and might not work.
If you want to retrieve the difference, you could ask for 1016USD for the tasks performed during Cycle 34.
