current DAO - this is when a dao wants to use current members as allowlist
deploy cookiejar
proposal to activate new module

new DAO - spun up just to manage a cookie jar allow list
deploy safe with cookiejar
deploy DAO with that safe HOS
give a bunch of loot to 0xdead or something to disable rq

new dao to manage members and non ragequitable safe

current dao members on new(non treasury) safe

sub dao on shared safe
