.incomplete written when plan changes

This couples with #22. mark_incomplete_posts considers the current metadata state, rather than retrieved content, and will mark a post as incomplete even if all content was previously downloaded. This is rarely encountered, but is possible if a club puts previously free content behind a higher tier.
