This adds a section for frequently asked questions and changes a few minor things in the getting
started doc for 'Assisting with Translations' in the GitHub repository.
@wbnns Since PR #2705 is not merged yet, I used the raw data from your PR and added my changes (putting "Handling Translations on GitHub" to the end, editing links, correcting minor mistakes, numbering the FAQ)
