add new meetup category

• creates new meetup category "dev meetup"
• allows a visitor to only see past and future dev meetups
• to do: attach this tag to past dev meetups

I tried this locally and the devs category works well for me if i visit http://localhost:4000/devs/

I clicked on Meetups at the top of the site and it only took me to the all meetup view. How should users navigate to the devs section?

• I added a link at the bottom of the /index page.
• I should probably also add a link in every devs meetup
• The goal is to be able to share the link and link to it whenever we want to refer to our 'hero' content. (alternatively we could just use a tag for hero content, not just for dev meetups)

  -- For almost all devs meetups we have a recording and the slides

Worth considering is also to add the topic of each Devs Meetup in the title. Currently they are all called 'Devs Meetup' which makes them inconvenient to navigate when looking at the /devs page
