Send url requires login if generated via the Firefox browser extension

Steps To Reproduce

1. Use the Bitwarden Firefox extension.
2. Generate a Send URL
3. Open the URL in another browser or incognito

Expected Result

You should be seeing the Send content

Actual Result

You'll be forwarded to the login screen instead
