A11y: "Enterprise single sign-on" control is not keyboard focusable/operable

Steps To Reproduce

1. Go to "Log in or create a new account to access your secure vault." view
2. Navigate with the keyboard using Tab/Shift+Tab
3. Try to reach the "Enterprise Single Sign-On" control

Expected Result

The control should be reachable through Tabbing like all others, and activated using Space or Enter

Actual Result

The control can't be reached at all using the keyboard.
