Replace dead cr31.co.uk doc links with web.archive.org links (#3883)

- cr31.co.uk is referenced a few times in the docs in relation to Wang tiles
  - All its pages became 404s sometime in the last month or so
- Replaced with corresponding Wayback Machine URLs: https://web.archive.org/web/20230101/<url>
  - "20230101" chooses an archive from around appx. Jan 1 2023, when they were still alive
  - I've verified that all the archive links work as expected
