Currently, the authorization service manages both instantiation and usage of the Zend\Permissions\Acl\Acl instance. That's a bit messy and instantiation of the ACL instance should be moved to an own factory.

Partially handled in Fixed in 1.2.2. Will close since the authorize service needs a rewrite for 2.0
