При старте ej-agent и указании имени очереди, которая еще не существует, ej-agent не создает требуемые каталоги, а сразу начинает из опрашивать, получает ошибку и на этом зацикливается.

Необходимо создавать все каталоги по аналогии с heartbeat, который сейчас создаётся.
