Reinstall not working in stage1 when version changes #2

If an RPM is built and installed in stage1 and then reinstalled with another version, RPM complains about conflicts. This was noticed when trying to switch between elfutils 0.189 and 0.190.

Fixed the bug where the --nodeps flag was being dropped
