Option to disable / hide Camera settings toggle buttons

Add ability to completely hide or disable these buttons:

On mobile its too easy to click on them by accident. I seen the other issue about a dialog option, and felt like this might need its own separate issue. Frigate configuration is done heavily in its yaml file, and being able to click toggle buttons on the front end that greatly affect how the nvr functions without going to a "Camera Settings" window just doesn't feel right.
