Problem to solve:
Moodle does not show lock icon to protect only selected records if protection is not enabled by default.
Greenlight v3 allows to enable protection for selected recording .

I suppose that if protected meta tag is missing in api response moodle does not show lock icon.

Purposed solution:
add protected meta tag with false value even if protection is disabled by default

tested with Moodle 4.3
