ENV var for announcement msg

Problem: there is no way to display any message (for example, maintenance message or announcement) without redeploying the codebase

Solution: allow define ENV var for displaying of such message. If such var present, the message with text from this var is shown in the top of Blockscout with the cross icon to remove this message.
