In the Windows release, the registrar worker fails to start up because hardlinking the registrar lockfile results in an IOError in that particular boot2docker directory.

Fix is to move the lockfile to /tmp/ , but as of 0.17.0.7, registration is broken on Windows. Windows users should upgrade once we release a hotfix (they can run launcher pull from the Blockstack docker shell once the hotfix is out)

This has been fixed in merge of #649 -- and the hotfix was pushed out to our docker tags.
