First, I am not knowledgeable about Go or TCL/TK. This is a COBOL programmer trying to understand Eniac.
I downloaded an exe from https://www.cs.drexel.edu/~bls96/eniac/ and put that in a folder. In the same folder I copied images and programs. Running the executable shows a prompt. using the command "f r sieve.e" seems to work so eniac is there. No GUI. Also from windows x64 console running eniac -w 720 sieve.e as described does nothing. No welcome message, no GUI, just a blinking cursor that burns the CPU until you 'q' out of it. OK so I probably need TCL/TK and WISH installed on windows. Did that, stil no luck. Perhaps the problem is that I have tclsh86t.exe and wish86t.exe in the path ? It would be really great (for the real stupid people) to have a step by step installation guide.
