Create Option to Throw Exception if Solver hits Timeout

Whenever the MIP solver currently hit the timeout, it returns a potentially nonoptimal solution.
It should be configurable that, whenever the timout is reached, an exception is thrown. The default behavior should remain identical as it is now.
