Add new option --url-rule-doc

This option is needed for some plugins that use a custom documentation site to render their docs.

For example, in eslint-plugin-regexp, we need to link to the custom documentation site in the README rules list (and elsewhere), instead of just the rule doc on GitHub.

Related to the existing --path-rule-doc option and would have the same {name} placeholder.
