Geodens colony behavoir (frontier)

I played the expansion Frontier for the first time this week, and I found out late by playing with Geodens, that the colonies built in a given type of planet for the first time does not give the 3k like mines do after you have built the planetary institute
Then, when trying to build a mine on that same kind of planet for the first time also doesn't give you the 3k you're supposed to get.

I think that was not intentional, so I'm pointing it out for correction. I believe that either the Geoden's ability after planetary institute is built should be changed to include building colonies in a given type of planet for the first time to generate the 3k, OR building the mine a planet for the first time, even after a colony has been built in that type of planet before, should still provide the 3k.
