Impossible to open maintenance panel on chemical heater/cooler

Description of issue

Trying to use a screwdriver on a chemical heater or cooler simply does nothing. You cannot open the maintenance panel.

Difference between expected and actual behavior

To be able to use a screwdriver to open the panel to upgrade/deconstruct a chemical heater and cooler.

Try to use a screwdriver on a chemical heater or cooler.

I'm fairly sure since they where made buildable with R&D parts.
