This error caused the LND streams to fail:

Jul 28 06:38:20 mainnet boltzd[30463]: 7/28/2020, 06:38:20 error: Channel backup subscription errored: 2 UNKNOWN: unable to fetch all static chan backups: link node with target identity not found
