Can we get support for us-west-3 region in boto ? #3806

Currently the connection

boto.ec2.connect_to_region(region, access, secret) returns None for us-west-3 and it works for other regions.

A quick look at the code, I dont see any refrence to 'us-west-3'. Would you help us to get the us-west-3 support ?
