Issue or Feature Request:
The apiserver and agent components currently communicate via http rather than https, largely on account of not having configured a mechanism for provisioning certificates.

To resolve this, we should integrate with cert-manager. This issue would track basic integration, whereas we can expand to automatic dependency and deployment via Helm in #126 .
