Description

Create a workspace for Bottlerocket kits. See https://github.com/bottlerocket-os/twoliter/tree/develop/docs/design#readme for more info on the design.

Create a buildsys build-kit command and a Makefile.toml target cargo make kit.
Include at least one core package in the initial kit.

Definition of Done

When cargo make kit creates a kit container image with at least one package in it per the Twoliter design document.

We are apparently waiting for the breakup of the monorepo to do this. Perhaps this issue could be considered done when an experiment has shown that the bottlerocket-core-kit can be built, even if we are going to merge it into the monorepo.
