Description

We need to use the SDK as a base and build a twoliter "bootstrapping" container on the fly.
Update the design document so that it comports with this plan.

We also intend to move the Bottlerocket monorepo over to a twoliter wrapper as soon as possible.
Describe how this will be done using a twoliter exec command in place of cargo make in the monorepo.

Definition of Done

Done when a PR is merged that described twoliter exec and how this is the first milestone of the project.
