• Adds utils/Global module that initializes the global brackets namespace
• Fixes [CLOSED] Switching Languages in Brackets will not switch native menus #1404 so that listeners for htmlContentLoadComplete will be called even if the event has already fired
• Fixes [CLOSED] Creating Menu Item with an existing ID breaks brackets (in general: extensions that crash on init block Brackets startup) #949 to factor out common brackets init code
