  1. Create new empty files index.html and styles.css
  2. In index.html, add <div class="foo"/>
  3. Use quick edit to add a new rule for div (observe the "New Rule" button has focus initially)
  4. Use quick edit to add a new rule for foo

Actual: "New Rule" button does not have focus
Expected: "New Rule" button should have focus when there are no rule matches
