Broken in heroku-20

Upgraded my stack to heroku-20 and started receiving this error whenever I tried using vips to process images:

Could not open library 'libvips.so.42': libMagickCore-6.Q16.so.3: cannot open shared object file: No such file or directory):

This is compiled specifically with heroku-18, so that may be why. I just created a version compiled with the heroku-20 stack. Can you give that a shot and let me know if it works for you?

@kruulik I am closing this due to inactivity. By the way, I just finished adding heif and webp to both the heroku-18 and heroku-20 versions of the buildpack. /cc @vibrates09 @vakrolme @rhymes
