Regression : Flash plugin not loading after authorized to run

Describe the issue you encountered:
After authorizing the Flash plugin, it did not load.

Expected behavior:
The plugin should work and display content appropriately.

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Tested on OS X and Windows 7 x64. Only found the issue on Windows x64
• Brave Version:
  0.12.1 Preview1 & 0.12.1 Preview3
• Steps to reproduce:
  1. Visit a site with Flash (ex: http://homestarrunner.com/)
  2. Authorize Flash

Verified with 0.12.1 Dev Preview 3 build. Flash content doesn't load on Windows 10 x64
