v2023.2.0.21408 checksum is outdated

Per a recent Disqus comment:

At this moment the package download generates a crc error and installation is impossible.

Need to look into what (if anything else) has changed and update the package accordingly.

This might also be a good opportunity to enhance the update script with support for forced updates and ETag checking, since this is not the first time Foxit has done this...

Similar to last time, it looks like this is primarily adding new localization resources for the hk and pt_pt locales. No major impact to the package is expected, although I was surprised to see this updated weeks later.

Going forward, the update script improvements should help me catch when this happens, which should help keep the downtime to a minimum.
