Feature Description
Simmilar to tenders but theis is a board for Requests for quotations

Motivation
related to #22

Implementation Suggestions
The quotations can only be created by the admin.
They have rich text.
They have an index/ board page.
They can be searched for
They can also be deleted and updated.
Customers can also create them .
