Change baselines to behave closer to what MS Project has

At the moment baselines implement versioning so setting a task baseline #N does automatically set baselines from #0 till #X-1 if any of them doesn't exist.

This logic does not match what MS Project suggests where a baselines are independent from each other.
Need to add a config to turn baselines behavior to that mode.
