Replace JFrog Annotatinos with Maven Plugin Annotations

Use org.apache.maven.plugin-tools:maven-plugin-annotations instead of 
org.jfrog.maven.annomojo:maven-plugin-anno:jar:1.4.1, which is not available at 
Maven Central
