make queue entry buttons take effect immediately when pressed

I would like for the New Topic / Discuss Current Topic / Clarifying Question / Point of Order buttons to take effect as soon as I press them, entering me into the queue. I would then (optionally) fill in the topic. Too often, during a discussion, I go to add a reply, and as I'm typing my topic, the queue is advanced and I no longer have an opportunity to jump in. As a bonus, this seems like it would get us 90% of the way to being able to edit our topics after submitting them. If we have topic editing, this feature would just submit a queue entry with an empty topic and automatically trigger the edit UI.
