Well the code of psqueues was based on the IntMap code from the containers library, which has exactly the same licence: https://github.com/haskell/containers/blob/07ab0fa052843dc8fd4c874876d03d8a71525f87/LICENSE .

It seems to be a BSD-style licence so I'd gather that it's OK. Or would you suggest to change it and remove the Glasgow Reference?

Sorry, something went wrong.
It may be that Glasgow still has copyright on this code, but probably not exclusively. So the question is: who else holds the copyright?
