Internet explorer issues

I am having a problem opening the web page on IE 11, it tells me that the page is blocked from accessing ActiveX.
any idea on how to fix this problem.

I found that the problem occur after I edit the file using Notepad++, Visual Studio Code or CoffeeCup as an editor, but not when I use the notepad.
PS I have not tried an editor other than the three mentioned.
