This actually depends on #1. We need to be able to check whether the imports tree is built already, without necessarily building it. EDIT: Do we really? Can't we just look at lastimports?

#1 is closed without a change. If we want to do this lastimports would be the way. Also keep in mind #42 (lastimports could refer to a tree that's not in the cache).
