I have installed the Latest version of Volct on My Arch Linux Machine. In that, by pressing the volume increase key the volume jumps by around 10 units. Is there a way for us to set this to a custom value (Like say 5 units or each press corresponds to a single step of increase in volume)

Volctl has Preferences GUI. Press right mouse button on volctl icon, select Preferences from menu.
In Preferences, first config parameter is Mouse wheel step, set to minimum 3%.
About increase/decrease volume keys or other keybindings. It is not driven by volctl, it is driven by your WM/DE - tool or scripts and its configuration which is used. Check what is use and modify your config - decrease to smaller number.
