Is your feature request related to a problem? Please describe.
Some repositories have different development flows which might mean that they have more or less stale branches than 10 which is currently hard coded.

Describe the solution you'd like
It would be nice to have it so that StaleCountLimit could be configured per repository

Describe alternatives you've considered
Disabling validation for this rule.
