The FPS is messed up when using 1964 Video #114

What steps will reproduce the problem?
1.Run project64 1.6 and play any game using this plugin.

What is the expected output? What do you see instead?
Rather than the fps being around 60, it will dip below 60. It's not a cpu 
problem because this plugin uses less cpu than most plugins. The issue is 
timing because I cannot even go past 60 fps if I uncheck limit fps. If I used 
cheat engine with speed hack, I was able to go past 60fps. Is there some 
setting to fix this? Because I could have sworn i did not have this issue when 
I first tried this version out.

What version of the product are you using? On what operating system?
I compiled the latest source for 1964 video dx9. OS is Win 7 64bit home premium.

Please provide any additional information below.
This also happened with Rice Video 0.2.2 and 0.3. I've also tested this on 
multiple emulators.

This problem doesn't exist when I compile with DX8. It's a shame because the 
DX9 version is really fast!
