Describe the bug
When a second data collector is added, boost will not be properly enabled by default. This can cause a long term increase in boost records.

To Reproduce
Steps to reproduce the behavior:

  1. Install Cacti
  2. Add a second data collector
  3. Note after a certain amount of time, that the SYSTEM STATS: do not show rrds processed being 0

Expected behavior
Boost should be enabled as soon as a second data collector has been added to Cacti.
