Describe the bug

When a remote data collector is offline, there are certain menu picks on the utilities page that do not make sense, including certain aspects of the boost settings. This results in bad information including errors in the Cacti log.

Expected behavior

The Utilities page should only show menu picks and details that are appropriate for itself and appropriate for the operating mode.
