Milestone transition behavior is executed in the wrong order #217

When a milestone Occurs, a listening entry criterion first get's a "Occur" transition and then a "Create" transition. This is the wrong order. Same applies to other types of PlanItem.

Actually - this is notification is a "false-positive". Order is executed properly.
