Bug description

As discussed here time-rs/time#493, the localoffset_at on unix is behind a single thread check (https://github.com/time-rs/time/blob/main/src/sys/local_offset_at/unix.rs#L115-L117) which doesn't work on macos64. The reason is that the libc implementation is not thread safe when used in combination with setenv.
