The cards in the agency selector currently look correct when there are two agencies. However, when you have just one agency, the card expands to fill the whole row.

To Reproduce

Steps to reproduce the behavior:

  1. Configure your data migration to have just one transit agency
  2. Go to /
  3. Click on "Choose Your Provider"
  4. Notice the card fills up the whole row

Expected behavior

It would be better for the card width to stay the same no matter how many cards are shown.
