With #1798 we'll have a new user-phase-specific Use Case defined.

This issue will serve as a running list of additional Use Cases we want to work on.

Use Cases Todo

Low-income use case #1872
Refactor and revise Older Adults use case
Medicare cardholders use case
Disabled riders use case
Add numbering to steps in sequence diagrams for each use case.
