Enabling planning changes revenue calcs

When on budget based rates, enabling planning changes the revenue calcs from this:

to this:

This seems to be gone, so I am closing.

What was causing this out of curiosity?

No idea. It was present at one point when the scenario planning was first being developed, but it disappeared after the integration with RateParser, so probably something in the old bill calculation code.
