local のイメージ作成時に tag をつける #38

Overview (Required)

Makefile で build-image-for-local をするときに、local 用のイメージであることを認識できる tag をつけるようにする

Motivation

tag を指定しないと local 用と本番用でイメージ名が一緒になってしまい、混同してしまいやすくなるため
